Malaysian Developers' Council (MDC) Keen to Move the Property Industry Forward

12TH MALAYSIAN DEVELOPERS’ COUNCIL (MDC) MEETING
HELD ON 13.03.2010, KOTA BHARU

JOINT COMMUNIQUE BY
REAL ESTATE AND HOUSING DEVELOPERS’ ASSOCIATION (REHDA) MALAYSIA,
SABAH HOUSING AND REAL ESTATE DEVELOPERS ASSOCIATION (SHAREDA), AND
SARAWAK HOUSING AND REAL ESTATE DEVELOPERS’ ASSOCIATION (SHEDA)

MDC at its 12th Malaysian Developers’ Council Meeting held on 13.03.2010 in Kota Bharu and comprising of EXCO members of REHDA, SHAREDA and SHEDA resolves as follows:-

  1. MDC places on record its appreciation to the Government and YAB Prime Minister Dato’ Sri Najib Tun Abdul Razak for his commitment to the Property and Construction Sector by mandating PEMANDU to review and propose transformational steps to the delivery system via the ongoing lab sessions. PEMUDAH has also successfully launched its Guidebook on Registering Property in Malaysia recently.
  2. The MDC appeals to the Government that the responsibility of providing low-cost housing as a social engineering tool be fully reverted to the Government via Syarikat Perumahan Negara Berhad and its other mandated GLCs. Not only is the provision of low-cost housing a public responsibility, recent rises in cost of doing business around the country has resulted in severe difficulties in meeting doing so.
  3. MDC appeals to the Government of Sabah to review to  waive the deposit of 5% of the total development cost in the form of bank guarantee. This sum is not a deterrent to any abandonment in a housing project. Statistics shows that there are about RM300 - RM400 million worth of such bank guarantees sitting idle. In its place, MDC proposes that the Sabah Government implement a Home Completion Guarantee Scheme as proposed by REHDA.
  4. MDC appeals that the Sabah Electricity Sdn Bhd (SESB) and Sarawak Electricity Supply Corporation (SESCO) reduce the electricity contribution imposed on Sabah and Sarawak developers to a contribution structure comparable to Tenaga Nasional Berhad (TNB) in Peninsular Malaysia for all types of housing. Any further contribution would pass the costs to house buyers.
